Defence too stretched for lebanon deployment

The Lebedev report will be taken up by defence ministers when the new NATO chief meets Wednesday.

Russia's defence minister Sergei Shoigu said he is optimistic about the prospects for a quick response to the issue.

"If the situation does not improve, it will have to be resolved in three or four weeks. A decision will be made to deploy the BUK," Shoigu told a news conference.

"But first we need to see what the [Kremlin] military and strategic decisions are on the situation at this point."

'A new era'

In a speech to parliament on Wednesday, Russian President Vladimir Putin said the issue is becoming "a new era."

He said there was now a consensus that the deployment was not in Moscow's self-interest but had already cost the country its place in the world, an assertion backed by NATO officials who said it contradicted past assertions by Moscow.

NATO said on Thursday that it had received no information that Moscow's decision to deploy the cruise missile was aimed at Russia.

Russia launched its rapid deployment of BUK missiles, which it claims can reach its borders with Poland and the Baltic States, at the end of 2011, to respond to international criticism it made for its actions against civil and political opponents in Ukraine.

NATO has been debating what steps to take to support European sanctions on Moscow over its intervention in Ukraine.

'A new era'

In his address to parliament, Putin said the deployment was also in line with a letter drafted by the French foreign ministry that outlined a range of options.

The French officials did not give any details, citing the sensitivity of the matter.

They stressed there was still room for manoeuvre in discussions that will have to take place between Moscow and NATO as well as the United States and the EU.

"I feel we are all ready for these discussions and the solution," Putin said. "We can't keep talking about the resolution and we have to find the way."

The new defence minister said the deployment was justified on several grounds.

One is to improve protection for the Russian population living in the former Soviet republics in Central Asia. Another argument was over Russia's inability to defend itself against a "counteractive" air attack by NATO.

But NATO officials said the BUK was never designed to be used against the United States and was only capable of striking targets over Western Europe, including in Belarus.
